This research aims to develop learning media based on the Powtoon application on monetary policy and fiscal policy material for class XI.4 students at SMA Negeri 11 Bandar Lampung for the 2024/2025 academic year. This research was motivated by the low learning outcomes of class XI.4 students. Apart from that, the learning media used previously did not use the Powtoon application. The research method used is ADDIE, which consists of Analysis, Design, Development, Implementation and Evaluation. The research subjects were students in class XI.4 at SMA Negeri 11 Bandar Lampung, totaling 34 students. The research results show that the Powtoon application-based learning media developed is suitable for use based on validation results from material experts who gave an assessment of "4.65" in the "very valid" category, language validation results with an assessment of "4.4" in the "very valid" category. ”, and validation results by media experts with a rating of “4.5” in the “very valid” category. Meanwhile, the results of assessing students' responses to the practicality test of the Powtoon application-based learning media received a rating of "4" in the "practical" category. In the effectiveness test, this media obtained a percentage value of 76.1866%, which met the specified success indicators, namely > 76%. Thus, it can be concluded that the Powtoon application-based learning media developed is feasible and effective for learning monetary policy and fiscal policy material in class XI.4 SMA Negeri 11 Bandar Lampung.
